Good to hear that consultants finally asked the policy maker on how to do development on highlands, particularly Cameron Highlands. As I have been involved in the comittee on highlands and islands development in Malaysia in the past 5 years(I'm not an expert) I would like to throw some RM0.20 point of view).
As you know, Cameron Highlands classified as fragile ecosystem, thus this area considered as highlands and special management area (National Physical Plan published by JPBD 26 April 2005). As the much-talk-about global phenomenon - climate change aka global warming, CH also affected as indicated by the raising of average daily temperature. The people who has visited CH pre 90s' and come again after millenium can tell the different in the surrounding area, which is only one common word ----> it is not same as before, CH is no longer cold as it used to be in yesteryear.
As I need to attend some important function in few minutes time, let me just give some idea on infra that need to be taken into consideration for CH as priority:
(i) sewerage treatment plant (STP);
(ii) silt-trap by all farmer. It seems that most of the farmers are looking into profit never obliged to the Land Office condition to develop the land for agriculture. In the end, public money have to be use to rectify all the disaster made by them e.g. Sultan Abu Bakar Dam. Those farmer happy with RM they got but public will suffer;
